Richard's book is great.  You will not be dissapointed.  The tuning charts are really helpful too.

My sister plays some harp and sent me a whole bunch of her old ones that needed various cleaning, reed replacement,  and fixing.  The cheap Piedmont Blues harps were hopeless  (so I replaced them for her with various other models), but there was one Hohner "Big River" Harp, key of G which when cleaned up, gapped and tuned (no embossing), ended up sounding awesome.  I didn't want to send it back!  I've seen these as low as $18 new.  It was an eye opener for me.  (Curious if any other of you Harp L' ians' are fans of the Big River Harps?)

Other MS series harps (Pro Harp, and Blues Harp specifically ) I have gotten to sound much better with some embossing in addition to some reed work.

So to satisfy my curiosity, I took a brand new Hohner Blues Band ($5.00 harp), embossed, arced, re gapped the reeds, and was truly amazed at how much better this inexpensive harmonica sounded!  

I have used these methods on various Marine Bands, Golden Melodies, SP 20's & Lee Oskars all to good effect.  When my old harps sound so much better and are more responsive it makes me want to play them more and more.

I imagine a cheap harp would play better than a more expensive one if you

The question is how much of this information one already has. That would 
determine whether you were getting your money's worth or not.
